📘 About the Scholarship

The Heydar Aliyev – International Education Grant Program is a fully funded international scholarship initiated in 2023 to honor Azerbaijan’s National Leader, Heydar Aliyev. It offers outstanding students from partner countries the opportunity to pursue undergraduate, graduate, doctoral, and medical education in Azerbaijan.

The aim is to enhance human capital development, strengthen international cooperation, and promote cultural and educational exchange.

✅ Eligibility Criteria

Nationality:

• Citizens of:

  • Member countries of the Organization of Islamic Cooperation (OIC)

  • Member countries of the Non-Aligned Movement (NAM)

  • Small Island Developing States (SIDS)

  • Countries with historical, ethnic, or cultural ties to Azerbaijan

• Must not be an Azerbaijani citizen or ex-citizen

• Minimum academic performance: GPA ≥ 70%

• Demonstrated language proficiency

• Must be nominated by national authoritie

2. 🏫 Diplomas and Transcripts (Notarized)
3. 🧾 Medical Certificate (incl. HIV/AIDS, Hepatitis B & C tests)
   • Issued within the last 3 months
4. 🛂 Valid Passport
5. 📄 Curriculum Vitae (CV) or Resume
6. 📚 Language Proficiency Proof:
7. ✍️ Motivation Letter
8. 🏅 Awards/Certificates (optional, local or international)

📌 All documents must be PDF, clear, notarized, and translated into English/Russian/Turkish/Azerbaijani if in another language.

📝 Additional Info / Notes

• 📌 Submitting an application does not guarantee selection. Only government-nominated and SIACAS-registered applicants will be considered.
• 📌 Final selection decisions are non-negotiable and cannot be appealed.
• 📌 Candidates must monitor their SIACAS portal account for updates and instructions.
• 📌 Selected students must:
  • Provide all required documents upon arrival
  • Sign the Scholarship Agreement with their university
  • Follow visa, migration, academic, and scholarship rules.
